HTX is to work with Microsoft and Mistral AI to develop generative AI models and platforms to improve safety and security operations for Singapore’s Ministry of Home Affairs.

HTX, also known as the Home Team Science and Technology Agency, is an agency that uses technology to improve operations across surveillance, forensics, chemicals, biological, radiological, nuclear and explosive threats.

“This collaboration with industry leaders Mistral AI and Microsoft will allow us to fast track our progress to empower the Home Team with AI,” said Ang Chee Wee, chief AI officer and assistant chief executive for digital and enterprise at HTX.

Microsoft will help HTX use its Phi-4 models and integrate small language model training frameworks into its AI platform and infrastructure. Meanwhile, Mistral AI will provide training on HTX’s own large language model models, codenamed Phoenix.

Phoenix has been pre-trained data specific and relevant to the HTX and Singapore, as well as 10 major languages spoken in the country. It will be deployed as an AI chatbot accessible to HTX officers and as an API for AI developers to build operational applications.

“AI innovation thrives when the public and private sectors work together,” said Wong Sook Huey, public sector director at Microsoft Singapore. “By bringing their public safety vision, mission and expertise to this AI collaboration with Microsoft and Mistral AI, HTX will drive new levels of efficiency for the Home Team. Together we’re building local AI capabilities and delivering technology tailored to the specific needs of our community to keep Singapore safe.”
